What is the Homelessness Prevention and Rapid Re-Housing Program (HPRP)?

  • HPRP was created by the American Recovery and Reinvestment Act of 2009.
  • HPRP provides assistance to households to help prevent and reduce homelessness.
  • HPRP is intended for individuals and families who are currently homeless or would be homeless but for this assistance.
  • HPRP is used after all other resources have been exhausted.
  • HPRP can only help clients who can maintain/sustain their housing after this assistance ends.

Who is eligible to receive HPRP assistance?


Typically, homeless or imminently homeless individuals and families are eligible to receive services if they meet the following criteria:

  1. Household’s income cannot exceed 50% of Area Median Income [AMI] :

  1. Households MUST be able to sustain their housing once assistance ends.
  2. Households MUST be homeless or imminently homeless within two weeks.
  3. Households MUST have no other housing options, financial resources, or support networks identified.
  4. Households MUST be willing to receive case management, attend Financial Counseling, and adhere to any other program restrictions and requirements.

Am I considered a Rapid Re-Housing Client or a Homelessness Prevention Client?

 

Rapid Re-Housing Clients (Homeless)

Homelessness Prevention Clients (At-risk)

  1. Living in an EMERGENCY Shelter
  2. Living in an TRANSITIONAL Shelter
  3. Living in a place not meant for human habitation (Car, park, etc)*
  4. Living in motel or hotel with a voucher or assistance from a non-profit or another local/state/federal agency

 

*NOTE: A client who is living with friends or family (doubled-up) is NOT considered homeless according to HUD’s definition.

  1. Living with family or friends (“Doubled-Up” )
  2. Renting an Apartment with an Eviction Notice
  3. Renting an apartment that has been condemned and are being forced to move
  4. Renting an apartment with substantial utility arrears that will result in an eviction of the client
  5. Renting an apartment that has been foreclosed on, resulting in the eviction of the client
  6. Living in motel or hotel with NO VOUCHERS from a non-profit or government agency
  7. Own a home that is being foreclosed and wish to move to a rental  *NOTE: No Mortgage Assistance
